Why the technician did not come for the appointment ?

I am new to France and hence am not extremely fluent in French. An appointment was scheduled for 16 September 2020, between 14:00 - 18:00 for a technician to come to my house and setup the FTTH.

Unfortunately, the technician did not arrive. Without a proper internet, my teleworking is getting badly affected. I do speak French but not fluent enough to quickly communicate my issues and understand a response fluently in French. Can I be given a proper appointment so that I can resume my work ? It has been a long time since 5 September when I did order the FTTH. Thank you so much for getting back to me.
