How to get refund for a delayed sim delivery?

I ordered a SIM card online on 4th June and the expected shipment deadline was 13th but I did not receive the SIM card. I bought a SIM card from shop by paying 20 euros and the next day the SIM card arrived in my mailbox. Can I return the unopened SIM card package to get a refund of 10 euro? How?
