Internet light red for new connection. How to get technician visit ?

I just took a new connection last month. First the address was wrong and then it was changed and activated again.still the internet light is red and steady. I have tried contacting customer care via chat and telephone. Unfortunately I don't speak French so it has been difficult for any correspondence. The number of my line is 0981773611. Could someone please direct me to the next step ?
